Yonny Cheerios being put on the 15 day IL for "Elbow inflammation" was purely because of poor performance, but the Braves don't want to release him yet(why, I have NO idea), and he's out of options.
Utilizing the IL in such a way-- all teams do it, is a slippery slope, and I feel like eventually it'll be punishable. They'll say "well, you can't prove nothing is wrong" but if MLB decided to investigate, they could put the player through a physical, and if nothing is found to actually be wrong(besides poor performance), then they could dole out punishment, which I think they'll eventually start doing.
Best thing to do would have been to outright release him.

The Braves today reinstated INF Ozzie Albies from the injured list, recalled RHP Darius Vines to Atlanta, and optioned LHP Jared Shuster and INF Vaughn Grissom to Triple-A Gwinnett.

The #Braves today claimed INF Andrew Velazquez off waivers from the Los Angeles Angels and optioned him to Triple-A Gwinnett. To make room on the 40-man roster, Atlanta transferred RHP Yonny Chirinos to the 60-day injured list
Well I predicted Cheerios would be moved to the 60 day DL, so no issue there. They will give him more time to come back from his TJS and have him back to try and make the the team in ST next year.

One of the spots on the 40 man was opened up when Vines was dfa'd.
I'm not sure where the other one came from, but it was open.
