Well for anyone but I named these guys because I know they are a lot more metrics savy than most... My question is. Is there a way of knowing what pitches a catcher calls in different situations... The reason I ask is Flowers infuriates me calling FB on 0-2 so much and it feels they almost always get hit hit. So I was wondering if he calls for FB with runners on 0-2 more often than with no one on. And was thinking maybe he does it because he knows he can't block pitches in dirt very well anymore

I'm really not the guy to ask.
I understand what is behind most advanced stats, metrics, and what not... but others like TNMC and Uckery seem to spend more time digging into the bowels of data heavy sites to look for such things.
I would however note that if the gist here is that Flowers sucks; I agree.

I cite some advanced stats frequently but I don't get into them in great depth. Nightman is the guy.
Over the years I've often heard announcers on TV say "according to the Elias Sports Bureau" and then cite some really obscure insane stats. But I have never been able to get into anything there and make heads or tails of it.

I saw an article some guy made where he factored lots of different stats but didn't say what they were but he came up with the average runs pitchers give up with different catchers and Flowers was like 4.76. But what I am looking for is if he calls more FB on 0-2 COUNTS than other catchers.

Ya, I don't know about that. I'm into advanced stats, but I don't pour through data. Never heard of something like that. That being said, I'm sure it exists.

One thing I do know for a fact he does is call for a high fastball two feet out of the strikeout with two strikes, and it does absolutely no good when it's THAT high. He stands up when he does it, before the pitcher has even started winding up, just plain dumb. If you want to try to get the batter to chase or change his eye angle that pitch needs to be about 6" above the top of the strike zone.

Yep.... I've seen batters just rest the bat on their shoulder and look off into space when they go down 0-2. They know the next pitch isn't going to be anywhere near the zone.
